The Environmental Management Bureau (EMB) – Region 1 of the Department of Environment and Natural Resources (DENR) through its Environmental Education and Information Unit (EEIU) broadcasted the 11th and 12th episodes of the “Sika Ken Ti Aglawlaw” (You and the Environment) radio program on DZNL Aksyon Radyo 783 kHz on April 15–16, 2021 which focused on the air quality programs of EMB and Presidential Decree No. 1586 or The Philippine Environmental Impact Statement (EIS) System.
The 11th episode aired on April 15, 2021 highlighted the salient features of Republic Act 8749 or the Philippine Clean Air Act of 1999, its importance, and the various air quality programs implemented by the Bureau. Ambient Monitoring and Technical Services Section Chief / Senior Environmental Management Specialist (SEMS) Jayson Paolo Resultay served as the resource speaker. He talked about one of the air quality management programs of EMB-I which is the establishment and management of the Northeastern Pangasinan (NEPA) Airshed. Mr. Resultay also discussed other air quality programs which include the conduct of Continuous Ambient Air Quality Monitoring, and Anti–Smoke Belching operations in partnership with the Land Transportation Office – Region 1.
The 12th episode aired on April 16, 2021 featured the Presidential Decree No. 1586 or the “The Philippine Environmental Impact Statement (EIS) System.” Engr Rowel Lipadan of the Environment Impact Assessment Section under Clearance and Permitting Division stressed that P.D. 1586 is the policy of the DENR-EMB which implements a systems-oriented and integrated approach to the EIS system to ensure a rational balance between socio-economic development and environmental protection for the benefit of present and future generations. He also explained how to determine if the proposed project/undertaking is covered by the said law and how the proponent may apply for an Environmental Compliance Certificate (ECC) or Certificate of Non-Coverage (CNC). Project proponent’s responsibilities/fines/penalties were also discussed for non-compliance with the law.
The said episodes were hosted by SEMS Maynard Cara and Information Officer II Divine Joy Picar of the EEIU. Minimum public health standards were strictly observed during the conduct of the radio program such as the use of face mask, physical distancing and frequent hand disinfection using 70% ethyl alcohol to prevent the spread of COVID-19.
The “Sika Ken Ti Aglawlaw” is a 30-minute radio program which consists of fourteen episodes aired every Thursday and Friday at 10:00 in the morning on AM Radio DZNL and aims to inform the public about the environmental laws and programs of the DENR-EMB as well as to raise their environmental awareness to get involved in taking care of the environment.
