DENR-Environmental Management Bureau – Region I Environmental Monitoring Officers (EnMO), Engr. Wilbur Evan R. Lubrin, and Ms. Charlene Sue B. Magaliao of the Ecological Solid Waste Management Section together with CENRO Southern Ilocos Sur conducted an Information, Education and Communication (IEC) campaign on Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 for barangay officials and residents of Barangay Sagat, Sta. Cruz, Ilocos Sur on March 4, 2022.
The said IEC was part of the activities of CENRO Southern Ilocos Sur in celebration of this year’s World Wildlife Day with the theme: “Recovering Key Species for Ecosystem Restoration,” and World Water Day with the theme: “Groundwater: Making the Invisible Visible.”
The salient features of R.A. 9003 were discussed by EnMO Lubrin including the types of wastes and their proper management. He also added the hierarchy of solid waste management which is more elaborate than the 3Rs (Reduce, Reuse, Recycle) and the different waste disposal facilities that are being monitored by EnMOs.
On the other hand, EnMO Magaliao talked about the different causes and effects of improper waste management, RA 9003 prohibited acts and corresponding fines and penalties, and the time it takes for the different wastes to break down.
Punong Barangay Aurelio Bantic expressed his gratitude to DENR for selecting their barangay as venue of the IEC and encouraged the participants to take advantage of the activity and raise their concerns during the lectures.
EnMOs Lubrin and Magaliao were hired under the EMB Solid Waste Enforcement and Education Program (SWEEP) which ensures that all DENR Field Offices have Solid Waste Management Focal personnel who shall monitor compliance of LGUs with R.A. 9003 or the Ecological Solid Waste Management Act of 2000 and provide technical assistance and conduct IEC activities on R.A. 9003.
