DENR- Environmental Management Bureau – Region I (EMB-I) through the Environmental Monitoring Officers (EnMOs) Romar T. Llanes, Jollie Joy G. Orfiano, Charlene Sue B. Magaliao, and Julius S. Cortez of the Ecological Solid Waste Management Section and in partnership with the local government unit of Sta. Lucia, Ilocos Sur conducted an information, education and communication (IEC) campaign on Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 and participated in a tree planting activity on July 26, 2022 in Barangay Palali Norte, Sta. Lucia, Ilocos Sur.

The EnMOs, Municipal ENRO Lorvenia F. Hufemia and the participants trekked through the forest area at 8:30 a.m. and planted a total of 50 narra, coconut and atis seedlings. After the tree planting activity, the participants proceeded to the barangay hall for the IEC drive.

EnMO Romar T. Llanes presented the salient features of RA 9003 and the Causes and Effects of Improper Solid Waste Management. He also discussed the negative impacts of improper solid waste disposal and how long it takes for the different types of waste to decompose. EnMO Julius S. Cortez discussed the Classification of Waste and the Color Coding of Waste Bins. He likewise elaborated the types of solid waste and their appropriate waste bins and highlighted the importance of proper waste segregation and its positive impacts to the environment.

EnMO Charlene Sue B. Magaliao gave a lecture on Solid Waste Management Facilities and the Prohibited Acts and Penalties under RA 9003. She also stressed the prohibition of burning of waste and its adverse effects to human health and the environment. EnMO Jollie Joy G. Orfiano talked about Waste Reduction, Hierarchy of Waste, 7Rs of waste reduction, and significance and benefits of waste reduction to the community, environment and human lives on a daily basis. She also gave tips and techniques on recycling and encouraged the participants to be always environmentally conscious.

The EnMOs handed IEC materials such as flyers and posters on solid waste management and air quality management to the faculty members of Teodoro Hernaez National High School after the lectures.

A total of 43 participants (13 females and 30 males) from Sta. Lucia LGU, Teodoro Hernaez National High School, Samahang Ilokano โ€“ Sta. Lucia Chapter and Ilocos Sur Environmental Enthusiast (ISEE) โ€“ Sta. Lucia Chapter took part in the said environmental activity. Minimum public health standards were strictly observed as preventive measure against COVID-19.

EnMOs Llanes, Cortez, Magaliao and Orfiano were hired under the EMB Solid Waste Enforcement and Education Program (SWEEP) which ensures that all DENR Field Offices have Solid Waste Management Focal personnel who shall monitor compliance of LGUs with RA 9003 or the Ecological Solid Waste Management Act of 2000 and also provide technical assistance and conduct IEC activities on the said environmental law.
