Environmental Management Bureau – I Regional Director, Engr. Maria Dorica Naz-Hipe, and EMB-1 Ecological Solid Waste Management Section Chief Marygail Antonette Killa together with EMB Central Office Solid Waste Management Division OIC-Chief Juvy Serafin virtually convened the Municipal/City Environment and Natural Resources Officers and Solid Waste Focal Persons from the local government units in Region I on July 20, 2022 for the online forum on the implementation of Section 24 of Republic Act 9003 or the Ecological Solid Waste Management Act of 2000 pertaining to the “Requirements for the Transport of Solid Wastes.”
Regional Director Hipe, DENR’s EAGLE awardee as Top Performing EMB Regional Director for 2021, urged the LGUs in the region to comply with RA 9003 and all environmental laws. She likewise encouraged them to show their support to President Ferdinand Romualdez Marcos Jr., who hails from the Ilocos Region, by being model LGUs in complying with environmental laws.
Ms. Killa discussed the suggestions of EMB Director, Engr. William Cuñado, in implementing Section 24 of RA 9003, namely providing separate trucks or compartmentalized trucks for the collection of biodegradable wastes, recyclables, residuals, household hazardous wastes, and COVID-19 related wastes; color coding of waste bags and hauling truck per type of solid waste; and no collection of unsegregated or mixed solid wastes.
A total of 120 participants composed of MENROs, CENROs, Solid Waste Focal Persons and EMB-1 Environmental Monitoring Officers (EnMOs) actively participated in the said online forum, where they were able to raise their questions and concerns about the implementation of RA 9003 in their respective localities that were addressed by RD Hipe, Ms. Killa and Ms. Serafin. EMB-1 Environmental Monitoring and Enforcement Division Chief, Engr. Ryanne Narvaez, also joined the virtual forum.
